
Trade Union Relations and Decentralised Bargaining
The system of trade union relations is the tool for building stable relationships between public administrations and trade union entities, characterised by active and informed participation, fairness and transparency of conduct, constructive dialogue, mutual consideration of respective rights and obligations, as well as the prevention and resolution of conflicts.
The main relational model is represented by integrative bargaining, which aims at the stipulation of contracts that mutually bind the parties on specific matters identified by the national collective agreement. These contracts are the result of negotiations between the public delegation and the trade union delegation.
At our University, the public delegation is currently composed of the Vice-Rector for Organisation and Budget, Antonio Parbonetti, as the Rector’s delegate, and the General Director, Alberto Scuttari, who preside over it, as well as the Head of the Human Resources Area, Tommaso Meacci, and the Head of the General and Legal Affairs Area, Maria Rosaria Falconetti.
The trade union delegation, on the other hand, is composed of the University RSU and the territorial representatives of the trade union organisations that are signatories to the current National Collective Labour Agreement for Education and Research.
Meetings between the public delegation and the trade union delegation take place periodically and may also cover matters that are subject to consultation or information, according to the provisions of the current national collective agreement.
